Los cambios se oficializaron mediante el Decreto Supremo N.\u00b0 076-2026-EF. El objetivo principal es optimizar los procesos de ingreso y tr\u00e1nsito de mercanc\u00edas. <\/p>\n\n\n\n<p>La nueva normativa modifica la Ley General de Aduanas para reducir costos y tiempos operativos. Una de las medidas destacadas permite sustituir el comiso por multas en mercanc\u00edas no manifestadas. Esto aplica espec\u00edficamente para cargas en tr\u00e1nsito o transbordo hacia terceros pa\u00edses. El transportista tendr\u00e1 ahora mayor flexibilidad en la gesti\u00f3n de estas diferencias log\u00edsticas.<\/p>\n\n\n\n<p>Otro cambio fundamental es la eliminaci\u00f3n del reconocimiento f\u00edsico obligatorio en ciertos reg\u00edmenes. Esto incluye la reimportaci\u00f3n en el mismo estado y la admisi\u00f3n temporal para reexportaci\u00f3n. La inspecci\u00f3n f\u00edsica ahora se aplicar\u00e1 solo mediante t\u00e9cnicas de gesti\u00f3n de riesgos. Esto agilizar\u00e1 el despacho de mercanc\u00edas que antes enfrentaban revisiones exhaustivas por norma. Adem\u00e1s, los documentos de transporte se tramitar\u00e1n \u00fanicamente en el primer puerto nacional de arribo. Esta simplificaci\u00f3n administrativa centraliza el control y reduce la burocracia para los transportistas internacionales. El ministro Rodolfo Acu\u00f1a asegur\u00f3 que estas mejoras fortalecen la competitividad del comercio exterior peruano.<\/p>\n\n\n\n<p>La reforma tambi\u00e9n contempla una reducci\u00f3n significativa en las sanciones y multas vigentes. Se reducen las multas por incorporaci\u00f3n extempor\u00e1nea de documentos en la v\u00eda mar\u00edtima. Tambi\u00e9n se flexibilizan las sanciones por errores en declaraciones que no afecten el pago de tributos. La cuant\u00eda de las multas se ha armonizado con el tratamiento tributario general del pa\u00eds. Con esto se busca que las sanciones sean m\u00e1s proporcionales y eficientes para los operadores.
