A corto plazo, se prev\u00e9 cubrir el 75 % de las declaraciones de importaci\u00f3n y el 80 % de las exportaciones mediante esta plataforma.<\/p>\n\n\n\n<p>Hasta mayo de 2025, la Aduana Nacional emiti\u00f3 1.317 certificados y registr\u00f3 37.917 visitas en la plataforma digital, seg\u00fan datos oficiales.<\/p>\n\n\n\n<p>La creaci\u00f3n de la VUCE responde a la Ley 998 de 2017, mediante la cual Bolivia ratific\u00f3 el Acuerdo sobre Facilitaci\u00f3n del Comercio de la OMC. En 2021, por instrucci\u00f3n del presidente Luis Arce, se inici\u00f3 su desarrollo.<\/p>\n\n\n\n<p>El 28 de agosto de 2024, el gobierno aprob\u00f3 el Decreto Supremo 5211 y present\u00f3 oficialmente la plataforma el 30 de septiembre. La VUCE permite realizar tr\u00e1mites desde celulares o computadoras. Los operadores pueden solicitar certificaciones sin importar la instituci\u00f3n emisora.<\/p>\n\n\n\n<p>Actualmente, ya operan en la plataforma el Instituto Boliviano de Metrolog\u00eda (Ibmetro) y el Banco Central de Bolivia (BCB). Este \u00faltimo emite el Certificado de Exportaci\u00f3n de Oro de forma digital.<\/p>\n\n\n\n<h4><strong>Plan de expansi\u00f3n en dos a\u00f1os<\/strong><\/h4>\n\n\n\n<p>La implementaci\u00f3n total tomar\u00e1 un m\u00e1ximo de dos a\u00f1os. Se incorporar\u00e1n 92 tr\u00e1mites de 22 entidades p\u00fablicas. Pronto se sumar\u00e1n el Senasag, Senavex y la ANH.<\/p>\n\n\n\n<p>Todos los procesos ser\u00e1n 100 % digitales, eliminando documentos f\u00edsicos y visitas presenciales. Adem\u00e1s, se reducir\u00e1n tiempos, costos y riesgos de manipulaci\u00f3n.<\/p>\n\n\n\n<p>Para operar la VUCE, la Aduana invirti\u00f3 13,2 millones de bolivianos y moderniz\u00f3 su infraestructura tecnol\u00f3gica. Se destaca el nuevo sistema SUMA, 32 servidores y un moderno Centro de Procesamiento de Datos.<\/p>\n\n\n\n<p>Con esta herramienta, Bolivia acorta en promedio 10 d\u00edas los tr\u00e1mites de importaci\u00f3n y 4 d\u00edas los de exportaci\u00f3n.
