{"id":53254,"date":"2024-07-05T13:04:05","date_gmt":"2024-07-05T13:04:05","guid":{"rendered":"https:\/\/todologisticanews.com\/site\/?p=53254"},"modified":"2024-07-05T13:04:12","modified_gmt":"2024-07-05T13:04:12","slug":"ley-que-altero-limites-de-la-cuenca-del-canal-de-panama-es-inconstitucional","status":"publish","type":"post","link":"https:\/\/todologisticanews.com\/site\/ley-que-altero-limites-de-la-cuenca-del-canal-de-panama-es-inconstitucional\/","title":{"rendered":"Ley que alter\u00f3 limites de la cuenca del Canal de Panam\u00e1 es inconstitucional"},"content":{"rendered":"\n<p>El Supremo paname\u00f1o declar\u00f3 inconstitucional la Ley 20 de 2006; que modific\u00f3 los l\u00edmites de la cuenca hidrogr\u00e1fica del Canal de Panam\u00e1.<\/p>\n\n\n\n<p> Esta decisi\u00f3n podr\u00eda afectar la creaci\u00f3n de nuevos embalses; y  medidas cruciales para mitigar la crisis h\u00eddrica que ha reducido el tr\u00e1nsito de barcos.<\/p>\n\n\n\n<p>El Pleno de la Corte Suprema de Justicia de Panam\u00e1 (CSJ) comunic\u00f3 la decisi\u00f3n mediante un edicto. Este fallo revive la Ley 44 de 1999, que establece los l\u00edmites originales de la cuenca hidrogr\u00e1fica del Canal.<\/p>\n\n\n\n<p>La Ley 20 fue demandada por el abogado Publio Cort\u00e9s, quien argument\u00f3 que la norma violaba la Constituci\u00f3n. Cort\u00e9s tambi\u00e9n solicit\u00f3 restituir la Ley 44 para proteger los recursos h\u00eddricos adyacentes al Canal. Adem\u00e1s, el actual ministro de Ambiente, Juan Carlos Navarro, y el abogado Juan Ram\u00f3n Sevillano presentaron una demanda similar en enero.<\/p>\n\n\n\n<p>La Ley 44 de 1999 abarcaba 552,761 hect\u00e1reas en las provincias de Panam\u00e1, Panam\u00e1 Oeste y Col\u00f3n; incluyendo 7 distritos y 43 corregimientos. En contraste, la Ley 20, aprobada durante el gobierno de Mart\u00edn Torrijos, excluy\u00f3 el cauce del r\u00edo Indio;  vital para nuevos embalses.<\/p>\n\n\n\n<p>El ministro para Asuntos del Canal, Aristides Royo, lament\u00f3 la falta de progreso en el tema del agua en los \u00faltimos cinco a\u00f1os. Un estudio del Cuerpo de Ingenieros del Ej\u00e9rcito de EE.UU. destac\u00f3 la importancia de la cuenca del r\u00edo Indio para nuevas provisiones de agua.<\/p>\n\n\n\n<p>La cuenca de R\u00edo Indio, con una extensi\u00f3n de 580 km\u00b2, podr\u00eda tomar alrededor de cuatro a\u00f1os para desarrollarse.
