La Asociaci\u00f3n Ciudadela debe convocar a un concurso internacional de anteproyectos, cuyo ganador debe entregar como producto el proyecto que servir\u00e1 de base al llamado a licitaci\u00f3n para el dise\u00f1o ejecutivo y la construcci\u00f3n de oficinas gubernamentales.  En el puerto, se concentrar\u00e1n oficinas de seis ministerios: Educaci\u00f3n y Cultura, Obras P\u00fablicas y Comunicaciones, Hacienda, Canciller\u00eda, la Secretar\u00eda Nacional de la Vivienda y el H\u00e1bitat (Senavitat) y el Ministerio del Trabajo.
