Este eje consiste en la interconexi\u00f3n de Manta al puerto fluvial en el r\u00edo Napo, de los cuales 186 kil\u00f3metros est\u00e1n en territorio ecuatoriano y 2.500 kil\u00f3metros en territorio peruano. Tambi\u00e9n implica la modernizaci\u00f3n del puerto fluvial, mejorar trecho fluvial del r\u00edo Napo y el establecimiento de una ruta a\u00e9rea de carga entre Manta y Manaos.
